Minutes of the CICPEN’S Board Meeting of 3 November 2015, held in the conference room of EKO-KOM a.s. from 1 PM

1. The CICPEN’S Secretary provided brief information on the decrees in hand related to  the Waste Act. They include a more accurate description of waste handling methods, plus other commodities for collection – beverage metal packaging and biowaste, including changes in the waste catalogue and changes in hazardous and other wastes, as well as other changes. Amendments to the decrees do not represent a substantial issue in terms of the packaging waste.
2. Jana Blecherová said that the meeting had been part of a series of meetings where opinions on the outcomes for the upcoming legislation were being discussed. Currently, we may expect an action plan, which will probably break down the outcomes into the general part including ecodesign and recyclability, and into the legislative proposal on wastes including a section on packaging.
3. Preparation for the Member Meeting
   
   Having discussed various slides, the following changes and amendments were proposed:
   
   Budget proposal – a table including the account balance at the beginning of the year and the account balance as of the date of the meeting – to be added; as well as several minor modifications to improve clarity.
   
   After having discussed the budget, the Board of Directors also approved the proposed membership fee reduction to CZK 70,000 for the year of 2016, saying that this was an extraordinary measure resulting from the money saved.
   
   Activity report – to put the slides together, add information on individual items, for example working with the questionnaire – public hearing, internal analyses, a major event initiated by us – The National Convention on the Circular Economy Package, etc. The 2015 Plan to be completed.
   
   The agenda will be extended to include changes to the statutes, based on the new civil code requirements.
4. Account balance – see the slides discussed relating to the budget proposal.
5. Miscellaneous – The meeting was interrupted (at the point when preparations for the Member Meeting were being discussed) by general manager Z. Kozel and his colleagues who came in to inform the Board members about a conference titled Biodegradable Plastics in the Waste Handling Processes, to be held on 26 November 2015. The Board members were asked to participate and give presentations on the conference topics. Some members promised to participate (based on their availability) and EKO-KOM a.s. promised to inform the other members. It was taken for granted that the Secretary would participate. He was also required to participate in a conference in Bratislava held as part of the Waste Management Days where new waste legislation in Slovakia will be presented.
